Koshiba was the special guest speaker during the session Tuesday and ask the lawmakers to keep their word and enact laws according to public interest not their own.
“When you say something publicly do it and when you are wrong admit it,” Koshiba stated during his remarks.
He also noted that senators should not make decisions because of friends’ influence but to what they believe is right.
He also said not to be afraid to challenge the leadership noting that in 1981 he sued then former President Haruo Remeliik over a policy decision.
“I won the case but President Remeliik admitted he was wrong,” Koshiba said.
The former senator was invited by the Senate to speak before them.
He observed that most of the senators now are new and that there were at least three of his colleagues still with the Senate.
Koshiba was first elected to the First Olbiil Era Kelulau under the Constitutional Government of Palau.
He was re-elected in 1984 to the Second Olbiil Era Kelulau where he served as Chairman of the Senate Committee on Foreign Affairs.
When the Senate of the Second Olbiil Era Kelulau reorganized in October 1986, Senator Koshiba was elected President of the Senate. Re-elected again to the Third Olbiil Era Kelulau, he became the Senate President until 1991 when the Senate reorganized.
In 1992, he was re-elected to the Fourth Olbiil Era Kelulau and chaired the Senate Committee on Foreign Affairs. In November 1996, re-elected again, he became the Chairman of the Senate Committee on Education and served on various committees.
In November 2000, Senator Koshiba was re-elected again by the people as the second highest vote getter, and served as the Chairman of the Senate Committee on Health and Education, vice chaired the Senate Committees on Judiciary and Governmental Affairs, Foreign Affairs and State Relations served as a member of the Senate Committees on Ways and Means and Financial Matters, Tourism Development and Cultural Affairs, and Youth Affairs and Social Welfare.
Koshiba also served in Palau’s First Constitutional Convention as a delegate from Koror State.
