“If we have a policy that says that we have to abide to utmost confidentiality and then we’re not following it, then how could we expect the [rank and file] to follow any rule or policy that we like them to follow,” he told the board.

The top finalists are Dr. Jeff Armstrong, John Whittaker, Sharon Hart, David Allen, and Christa Adams.

The regents did not disclose who among these candidates made it to the final three.

Orsini said he was also dismayed by the “leak,” adding that all committee members signed affidavits and took an oath of confidentiality.

In his transmittal message, the committee’s vice chairman John Gonzales said the panel members observed media protocol to preserve their independence and integrity without compromising  their fiduciary responsibility.

“We agreed to respond to media queries only through press releases,” he said, adding that they also tried to safeguard the confidentiality of the applicants’ personal information.

Bobbie Hunter, NMC human resource office personnel specialist, yesterday turned over the sealed envelope of the three top candidates to the board.

During the public comment period, Timothy Baker, the college director of counseling programs, said it disturbed him to know that there were no Chamorro or Carolinian candidates for the post.

Variety was told there were three local applicants, including interim NMC President Lorraine Cabrera.

The board later convened in an executive or closed-door session to decide how to deal with the final three applicants.
