Department of Public Safety spokeswoman Lei Ogumoro said DPS received a report at 4:34 p.m. on Jan. 18 about a possible drowning incident at the southern end of Paupau Beach.
Ogumoro said preliminary investigation showed that the victim was found floating on the water with his face down.
She said two bystanders, Darrel B. Concepcion and Ashley A. Castro, administered cardiopulmonary resuscitation to revive the victim.
Police learned that Concepcion was at a nearby pavilion when he saw a crowd gathering near the shoreline.
When he saw the unresponsive victim lying on the sand, he immediately administered CPR to the victim.
Castro, who was with family members at one of the pavilions, also ran to the beach when she heard several people screaming.
Castro told police she assisted Conception in trying to revive the victim while they waited for the medics to arrive.
Police later learned that a teenager was supervising the victim and other children while they were swimming.
The incident happened when the teenager left for a few minutes.
Medics immediately transported the victim to the Commonwealth Health Center for further treatment and observation.
He is currently in stable condition in the hospital’s intensive care unit.
Ogumoro said the case is still under investigation.
“DPS would like to advise the community that it is extremely important that adults supervise their children at all times, especially when children are swimming,” Ogumoro said.
She added that DPS commends and recognizes the efforts of Concepcion and Castro for their exceptional bravery and help in rescuing the victim.
