
AGUSTIN Jr. Blas Pangelinan suffered a mild stroke after police arrested him for violating a court issued temporary restraining order.
Pangelinan, 48, appeared before Superior Court Associate Judge Joseph N. Camacho in the custody of the Department of Public Safety officers at the hospital via videoconference for a bail hearing on Friday.
At that time, Pangelinan had not been officially booked at the Department of Corrections.
He was charged with violating an order for protection, assault, theft, vandalism, disturbing the peace, and domestic violence.
Judge Camacho imposed a $10,000 cash bail on Pangelinan, who was also ordered to return to court on March 20 at 9 a.m. for a preliminary hearing, and on April 1 at 9 a.m. for an arraignment.
According to the complaint against Pangelinan, DPS’s central office received a call regarding a disturbing the peace incident on March 13 at around 2:23 p.m. at Te’s Fish Market in San Vicente.
The caller told police that her nephew, Pangelinan, harassed her daughter and that she was scared for herself and her daughter.
The daughter told police that Pangelinan violated a restraining order, and that she feared for her life.
She said before she called the police, she was pouring ice into an ice chest when she heard a male voice yelling profanity in Chamorro. She turned and saw Pangelinan’s vehicle parked in the grassy area in front of the fish market. Upon seeing the vehicle, she said she ran inside the fish market and locked the door because she was scared of him.
While she was on the phone with the police, she said Pangelinan parked in front of the fish market and rolled down the back window and then started shouting for two minutes before leaving. She said she and her staff hid in the kitchen.
On Dec. 6, 2023, Judge Camacho issued an order against Pangelinan in FCD FP Civil Action No. 23-0486 that will expire on Dec. 6, 2024. Pangelinan was ordered not “to molest, attack, strike, threaten, sexually assault, batter, telephone or disturb the peace of the petitioners,” who are the caller, the owner of the fish market and her brother.
The caller is in charge of overseeing the daily operations of the fish market where her daughter works and assists with the daily operations.
Previous incidents
On Feb. 26, 2024, police responded to the fish market after its propane gas tank and main telephone lines were cut. These were all located outside of the market. Pangelinan was seen by a witness at the fish market the night before, police said.
On Dec. 2, 2023, the caller reported to the police that she received a text message from Pangelinan, stating “We dont [sic] want anything with your name on it.”
On Nov. 28, 2023, Pangelinan was reported to have gone to his father’s house behind the fish market. A witness told police that Pangelinan harassed his father and the witness. Pangelinan also yelled at them from his vehicle, “Mother*******! I’m not stealing! You’re the stealer! I’m gonna kill somebody!”
On the same day, Pangelinan also went to the front of the store and yelled “Who’s the stealers, you’re the stealers, you mother*******!”
In a separate case on Nov. 28, 2023, police responded to the fish market after Pangelinan was seen taking $177.40 worth of drinks and smashing food items on the floor of the market.
