His significant accomplishments and contribution have led to the enhanced functioning of the criminal justice system.
Early in his tenure Archibald coordinated the installation of the first electronic case tracking system, Evans Caseload.
He later oversaw the upgrade of the judiciary’s case management system with the installation of New Dawn’s Justware, Laserfiche document imaging, the trial court’s bar code filing system, the probation tracking system, and integration of the LexisNexis electronic filing system.
Additionally, he installed search protocols for the criminal record history and traffic clearance programs with the office of the clerk of court in the Superior Court.
Archibald played an integral role in overseeing the networking of and interconnectivity features for all judiciary divisions, courtrooms, and chambers on Rota, Saipan and Tinian.
Archibald also assisted the judiciary in its partnership with other criminal justice agency stakeholders by extending his expertise to the Criminal Justice Planning Agency, the Department of Corrections, the Department of Public Safety, the Office of the Attorney General, and the Division of Youth Services.
His guidance, through the administering of subgrant awards from the Criminal Justice Planning Agency, provided benefits to the Commonwealth in the form of automation projects, equipment upgrades, security modules, program review, and project visioning for the Criminal Justice Information System.
An appreciation plaque from the three Supreme Court justices and five Superior Court judges was presented to Archibald, commemorating his service to the CNMI.
Presiding Judge Robert C. Naraja, before the presentation said, “Wayne spoke the language of computers and during his tenure moved the Judiciary forward in large strides, streamlining and enhancing caseload management, information sharing, retrieval and security, all the while with a warm personable style. He will be greatly missed.”
