The public hearing will receive testimony on the following:

1. H.J.R. No. 16-3: To put the question of calling a Constitutional Convention before the voters of the CNMI.

2. H.L.I. No. 16-1: To amend Article IV of the Commonwealth Constitution to establish a commission on the judiciary and to establish that written opinions and decisions of the CNMI Superior Court and Supreme Court be issued within one year of submission of the case for opinion or decision.

3. H.L.I. No. 16-10: To amend Article IV, Section 5 of the Constitution of the Commonwealth of the Northern Mariana Islands to authorize the election of the Chief Justice and Presiding Judge by a majority of the Justices and Judges, respectively.

4. H.L.I. No. 16-2: To amend Article III, Section 11 of the Constitution of the Commonwealth of the Northern Mariana Islands to authorize the election of an Attorney General.

5. H.L.I. No. 16-6: To amend Article Section III Section 9 of the Constitution of the Commonwealth Northern Mariana Islands to require the adoption of an annual budget.

6. H.L.I. No. 16-7: To amend Article II, Sections 2, 3, 5, 10, 13, 16, and 17 of the Constitution of the Commonwealth Northern Mariana Islands to improve efficiency and accountability in the Legislative Branch of Government.

7. H.L.I. No. 16-11: To amend Article III, Section 9(a), of the Constitution of the Commonwealth of the Northern Mariana Islands to prohibit the withdrawal of any funds from the General Fund except by appropriations made by law.

8. H.B. No. 16-38, CS1: To streamline the Government Employment Process in the Commonwealth by Repealing and Re-enacting the Civil Service Law, Converting certain Government Positions to the Civil Service, and Establishing an Administrative Office of the Courts; and for other purposes.

9. H.B. No. 16-86: To amend the Commonwealth Entry and Deportation Act to create the Immigration Category of Resident Foreign National and for other purposes.

Free time

management

workshop

(NMC) — In collaboration with the Commonwealth Development Authority, Northern Marianas College will be hosting a free time management workshop on June 12, from 8 a.m. to 12 noon in Room 215 at Building V of NMC in As Terlaje.

Facilitating this free workshop will be Rik Villegas, a business instructor at the college.

By attending this workshop, participants will be able to do the following: understand the value of time and the natural laws that govern effective time management, use the Productivity Pyramid to align values and long-term goals with daily tasks, use a time management matrix to quickly distinguish time-wasters from high-priority items, implement the 80/20 principle to focus on high-value items that produce results, create a personal time management system to improve efficiency and effectiveness, and implement the six steps to better time management and high-output work performance.

MVA recognizes outstanding employees

(MVA) — On May 30, the Marianas Visitors Authority recognized its employee of the year, leader of the year and its personnel employed for the last 10 and 15 years.

Tasia S. Bocago, a clerk for the personnel and administration division, took home the Employee of the Year Award.

Bocago earned employee of the quarter awards twice since she started at MVA in Aug. 2005.

Bocago was recognized for her initiative to assist others, her willingness to learn new tasks and her overall performance as a true team player.

Joaquin “Jack” C. Lizama, the acting chief accountant for the accounting division of MVA, received the Leadership Award this year.

This is his second time to receive this award. Previously, Lizama received this award in 2005.

Lizama has been with MVA for 19 years and was recognized for his desire to ensure that his work is performed with efficiency and effectiveness. He was also recognized for his reliability, dependability and his team player attitude.

MVA employees who were recognized for their outstanding service with MVA for 10 years of service was John Baza from Tinian and Vicente Manglona from Rota.

The employee with 15 years of service is Thelma F. Boyer of Saipan.

“Our employee recognition program is designed to recognize employees who have demonstrated exceptional service not only to MVA but to our CNMI government as well. Everyone’s hard work and dedication contribute to the overall success of MVA,” said MVA personnel manager Polly Deleon Guerrero.

“This type of recognition helps us to encourage exceptional professionalism and employee morale. MVA values its human resources and would like to see each person grow and develop not just professionally, but also as an individual,” said MVA Managing Director Perry Tenorio.

MVA ensures that its recognition program serves as an incentive for individual motivation toward providing quality service, increasing productivity, job knowledge and skills.

The program is designed to recognize outstanding performance and employee’s contribution toward meeting MVA’s goals and objectives.

11 students compete

in essay contest

ELEVEN high school students have submitted entries in the “Ties That Bind” Essay Contest that explores the shared history of the United States, the Commonwealth of the Northern Mariana Islands and the Republic of the Philippines.

The competition, sponsored by the Northern Mariana Islands Council for the Humanities and the Philippine Consulate General’s Office, is being held to mark the 110th anniversary of Philippine Independence Day. It was open to all high schools in the commonwealth.

Essayists were required to describe the historical and contemporary connections that bind the CNMI, U.S. and the Philippines in 1,500 words or less. Essays will be scored by a panel of judges who will consider content and logic, vocabulary and grammar.

Winners will be announced at the conclusion of flag raising ceremonies to be held by the Philippine Consulate General’s Office at 7 a.m. on Sunday, June 8 at the Marianas Business Plaza in Susupe.

The first place finisher will receive a round trip for two to Manila. The three-day, two-night visit to the Philippine capital will include a visit to Malacañang palace and a possible audience with Philippine President Gloria Macapagal Arroyo. Second and third place finishers will receive cash prizes.

National Trails Day

BEAUTIFY CNMI! Parks & Trails is inviting the public to join the American Hiking Society’s National Trails Day at 9 a.m. on Saturday, June 7, by going for a hike on Saipan.

The trail chosen is the Laderan Tangke Trail. The parking lot is on the left side on the way up to the old radar station. Take the road just past the old Fiesta Mall on the right, across from Paupau Beach and follow the road up.

Participant will meet at the trail head at 9 a.m. on Saturday morning and will begin by having a brief talk concerning the event, followed by trail ethics, and safety.

Hikers should bring proper clothing, good hiking shoes, water, and sun protection.

Telesource advisory

(Telesource) — This is to confirm that the Commonwealth Utilities Corp. has a contractual obligation to provide Telesource CNMI Inc. the diesel fuel to operate the engines at the Tinian Power Plant and as of yesterday, Telesource CNMI had one day’s supply of fuel in the facility.

This is to inform the general public accordingly so that there will be no misunderstanding as to why the power on Tinian may be shut down imminently if the fuel tanks are not replenished.

NMC English

placement test

(NMC) — Northern Marianas College will be conducting an English placement test next Wednesday, June 11.

The test will be conducted in Room A-5 and will run from 2 to 5 p.m. No admittance to the testing room will be allowed after the starting time.

Those who wish to take the test must bring a valid photo ID — driver’s license, passport or school ID — and pencils.

There is a $25 fee that must be paid in advance at NMC’s finance office.

Students will not be admitted to the testing room without proof of payment — a receipt for either the placement test fee or the NMC application fee.

Payment for the application fee will cover the English placement test fee.

Crimes of the week

(DPS) — The Crime Stoppers program is asking the community for information on any persons responsible for the recent thefts of electrical wirings.

• May 28: Near the 153 Dandan market; 75 feet of stolen electrical drop line wiring.

• May 28: Near the former KC Market in Tanapag; 85 feet of electrical wiring.

• June 2: Near the Botanical Garden in Papago; 180 feet of electrical drop line wiring.

Anyone having information about these crimes is urged to call the Crime Stoppers hotline at 234-7272.

Red flag raised at 6 Saipan sites

 (DEQ) — The Division of Environmental Quality says water samples collected from the central repair shop, DPW channel bridge, south Puerto Rico Dump, Dai-Ichi Drainage, , Garapan Fishing Dock and Sugar Dock contained excessive concentrations of fecal indicator bacteria — enterococci — that exceeded the CNMI’s marine water quality standards.

 DEQ has given these locations a red flag and advises the public not to fish or swim within 300 feet of these locations for the next 48 hours or until otherwise notified.

On Rota, none of the samples collected from Coral Garden, West Harbor Marina, and Dist#2 Drainage contained excessive concentration of fecal indicator bacteria nor did they exceed the CNMI’s marine water quality standards.

DEQ assigns all of these sampled beach sites a green flag.
