Federal Chief Judge Ramona V. Manglona imposed a $1,500 bail on Santos.
The Commonwealth Development Authority, through attorney F. Matthew Smith, asked the federal court to issue a show-cause order why Santos should not be held in contempt for failing to make his monthly payments as ordered by the court.
On Jan. 10, 2006, following an auction sale of mortgaged property, the court entered a deficiency judgment against Santos and two others, jointly and severally, in the amount of $7,191.45 plus annual interest of 9 percent.
On March 5, 2010, Santos was ordered by the court to pay $100 per month until the deficiency judgment was paid in full.
Santos has failed to make the monthly payments, and the most recent was on July 20, 2011, according to court documents.
