“They have to help us more because their own reports said we are the hardest hit,” Borja said.
Tapping more federal assistance can help improve the local economy, he added.
He is also considering revisiting the federalization law if elected.
Borja, a former lt. governor and Supreme Court justice, said the CNMI should “come up with a plan” that can be submitted to the U.S. Congress.
But he said the CNMI government should also protect its Covenant while seeking more financial support from the federal government.
He also believes that the proposed austerity measures that affect ordinary government workers should be the last resort.
“We should look for other ways — cut from other programs, but not from the salary of the people,” he said.
Borja is expected to file his certificate of candidacy on Wednesday.
On Saturday, Borja’s camp started placing campaign signs along Beach Road and other strategic areas on Saipan.
He is running against incumbent Congressman Gregorio C. Sablan, an independent who caucuses with national Democrats; former Gov. Juan N. Babauta, Republican; and former Rep. Joseph N. Camacho of the ruling Covenant Party.
