Vivian said cuts to the village development fund, child benefits and pensions would result in even more Niueans moving abroad.
He said he accepts that the problem isn’t a new one and that the current premier, Toke Talagi, was faced with difficult economic times.
But Vivian told Radio New Zealand International the cuts would only make matters worse.
