Calvo said he was thankful that Gov. Benigno R. Fitial signed the law which, he added, establishes protocol in the delegation of authority on Rota.
Under the new law, whenever the Rota mayor is off island, the chairman of the municipal council will serve as acting mayor.
If the chairman is also away, the vice chairman will assume office. If both are absent, the remaining council member will be the acting mayor. If all council members are away, the mayor will appoint an acting mayor to carry out the duties of his office until the mayor or any member of the municipal council returns.
Previously, Calvo said the mayor would appoint his chief of staff as acting mayor.
Under the new setup, mayor can still delineate what jobs should be delegated to the acting mayor.
“We are non-political and the mayor should feel comfortable with us,” he added. “I believe the mayor trusts the municipal council.”
Calvo said it is proper for the municipal council members to fill up the mayor’s position because they are also elected officials of the municipality.
