Islands Municipal Council Chairman Ramon B. Camacho said.
“It’s a cause for alarm,” he added.
Camacho is urging community members to cooperate with the mayor’s office in addressing the island’s stray dog problem, which, he said, remains unsolved because of financial constraint.
He said community members should be “responsible pet owners” and keep their pets in their houses.
Camacho believes that half of the total population of dogs on Saipan have owners.
“Let’s take care of our pets. Let us help one another,” he said, adding that the community should not always rely on government resources.
He said the people should understand that the government also needs their support.
The mayor’s office and the Department of Public Lands are now working on a proposed site for an animal shelter in Lower Base.
Camacho said he likes to see dog owners get a license for their pets from the municipal government.
If a dog bites any person, he added, the pet’s owner should be held liable.
