CNMI Office of Planning and Development releases ‘Economic Recovery Roadmap’

THE Office of the Governor and the Office of Planning and Development have announced the release of the “CNMI Economic Recovery Study: Marianas Economic Roadmap.” This critical report provides a comprehensive strategy to guide the CNMI toward long-term economic recovery, resilience, and growth.

The study addresses the Commonwealth’s most pressing challenges, including the aftermath of the Covid-19 pandemic and Super Typhoon Yutu, and outlines actionable steps for government, business, and community collaboration. The roadmap is built on four key pillars for recovery (i) fostering a responsive, collaborative, and proactive government; (ii) promoting and strengthening existing industries; (iii) developing ecosystems for new industries; and (iv) advancing a sustainable and inclusive recovery.

“This roadmap is the result of extensive research and meaningful collaboration across all sectors of our community,” said Chris Sablan, deputy director of the Office of Planning and Development. “We extend our gratitude to the Legislature, government agencies, mayors, private sector leaders, community organizations, and especially to the CNMI community for participating in the island-wide surveys. Their dedication and insights have been invaluable in shaping this report.”

Gov. Arnold I. Palacios added, “The grant for this study was awarded to the prior administration in 2022.  Unfortunately, no action was taken. When I assumed office in 2023, I tasked OPD to push this project forward while I worked to stabilize the government’s fiscal condition. After more than a year of research and collaboration, the report is now complete and is already guiding our efforts. We have begun acting on several of the recommendations, and while much work remains, I am encouraged by the progress and the spirit of cooperation across our islands. We are moving forward with a positive outlook toward building a stronger, more resilient economy for the people of the CNMI.”

The report was made possible by a grant awarded in 2022 by the U.S. Department of Commerce —Economic Development Administration. It serves as the foundation for the 2025 CNMI Comprehensive Economic Development Strategy report, which will commence very soon. The CEDS process, which is required to access federal funding and assistance from the EDA, will foster collaboration between public and private sectors to establish shared goals and actionable plans aimed at strengthening and diversifying the CNMI economy.

The “CNMI Economic Recovery Study: Marianas Economic Roadmap” provides an in-depth analysis of the Commonwealth’s current economic landscape, explores institutional and economic recovery strategies, and presents detailed recommendations across major industries and future diversification opportunities. The report emphasizes that stakeholder engagement and community input are critical to ensuring sustainable progress. It is intended as a recommendation for policymakers, agencies, businesses, and residents to work together toward a shared vision of economic stability and growth.
