Pete Castro said the board already attended at least three protests driven by their dissatisfaction over a referee’s decision.
“The protests would not have happened if we had a competent referee,” Castro said, as he relayed similar complaint by “Sabungeros” at the Saipan Cockpit Dome on Middle Road in Gualo Rai.
Some cockers and breeders, who refused to be identified, protested against the judgment of the referee.
According to the Saipan Cockfighting Act of 1994 and CNMI Code, the mayor of Saipan should certify the position of the referee.
Castro said this function should have been delegated to the board.
He said he is trying to introduce amendments to the rules and regulations but the three-member Board is “inactive.”
He said he wants to address the problem between the management and the customers but the board seems uninterested to resolve the issue.
