Camacho, the president and owner of EFC Engineers & Architects, has existing contracts with CPA, which include an ongoing project at the Tinian airport as well as design work for the Saipan airport.
He was appointed by Gov. Benigno R. Fitial as temporary replacement for Lee Cabrera who wants to retire.
Cabrera’s retirement was supposed to take effect Aug. 31 but he was asked to stay on until Sept. 6, when Camacho returns from a personal trip.
CPA’s new board of directors is expected to convene today and expected to discuss Camacho’s permanent appointment as the new executive director.
In an interview yesterday, Cabrera said CPA is addressing the concerns regarding Camacho’s appointment.
“The issue of conflict of interest has been raised and it currently undergoing legal review,” he added. “The ports authority will have a legal opinion on this issue this week.”
Camacho’s appointment will take effect as stated in the governor’s memorandum.
The governor, Cabrera said, consulted with his legal advisers even before appointing Camacho.
“We’re expecting the legal opinion within this week,” the acting executive director said.
CPA has been under the governor’s control since May 13.
