Consultant to work on CUC organizational structure

CUC acting Executive Director Utu Abe Malae said they are reviewing their organization chart.

He said David Gillespie, University of Hawaii senior business development manager, will evaluate CUC’s organizational setup and make recommendations.

“Twenty-four tasks were determined [by the stipulated order] along with the ensuing specific actions to take.   Most of the actions are related to human resources,” Malae told Variety.

He said this is major task that will require skilled help.

“The [organizational] plan has to tie in with a budget and the budget has to tie in with what was approved by the Commonwealth Public Utilities Commission,” he said.

Malae said CUC is considering whether to move forward with a complete human resources study that includes a compensation study.

The power and water authorities of Guam have completed their studies which were done by  consulting firm Alan Searle & Associates Limited, Malae added.

He said CUC is still looking at the affordability of such a comprehensive study.

The U.S. Environmental Protection Agency does not accept high cost as an excuse for not complying with the stipulated orders, Malae said.
