Hocog, 35, was charged with three counts of kidnapping, one count of assault and battery, and one count of disturbing the peace.
But Wiseman put on advisement his decision on count three of the kidnapping charge.
Assistant Attorney General Brian Gallagher is prosecuting the case while Assistant Public Defender Richard Miller represents Hocog.
Hocog was placed on a 24-hour house arrest after he issued a $100,000 appearance bond, representing a 743-square meter property in Kagman.
Detective Melissa H. Bauleong was among the government witnesses yesterday.
The court set the arraignment for March 29.
Police said Hocog, who was arrested on March 7, lured his victim with money, and the girl followed him outside of a laundromat where he then snatched her.
The victim was able to escape after Hocog brought her to an abandoned house.
Hocog’s brother and secondary third-party custodian, Donald Hocog, was the one who identified to police that his brother Steven was their companion at Rio-II Poker & Laundry based on the photocopy of the establishment’s surveillance video footage.
