This was the decision made by the Commonwealth Ports Authority board during its meeting on Friday.
The task force will be composed of CPA board members Manny Villagomez, Ben Sablan and Fermin Sakisat.
They were given 25 working days to conduct the necessary investigation and come up with a recommendation.
CPA Chairman Jose Lifoifoi said they expect to see the group’s findings by mid-October.
According to Lifoifoi, they were “alarmed” by the protests filed by two companies that submitted bids for the project — Seafix Inc. and GPPC Inc.
Seafix protested CPA’s decision to award the contract to GPPC, saying it did not meet the required scope of work for the project.
CPA denied the protest last month and decided to announce a new request for proposal — which GPPC opposes.
Lifoifoi said it will be difficult for CPA to implement the project in light of these protests.
“This is why the board immediately created the task force…to resolve once and for all these protests and appeals,” he told Variety.
Last Sept. 12, GPPC filed an appeal with the CPA board, saying that the decision to re-bid the project is disadvantageous to the cash-strapped CPA.
GPPC also wants to be reimbursed for the expenses it incurred in preparing and submitting its proposal.
Lifoifoi said that “as far as I know, when the decision to re-bid was made [by the then-acting Executive Director Lee Cabrera] he consulted with the [Federal Aviation Administration].”
The $2 million airport generator project will be funded by the FAA.
