DEPARTMENT of Public Works Secretary Ray N. Yumul on Friday issued a memorandum authorizing the DPW Solid Waste Management Division to implement tipping fee collections at the Rota and Tinian transfer stations and landfills.
In separate memoranda to DPW Tinian Resident Director Joal Untalan and DPW Rota Resident Director George Atalig, Yumul said the department will administer the tipping fee charges at all transfer stations and landfills in the Commonwealth.
He said the fees collected will be used for the operational needs of the islands’ respective transfer stations and landfills.
Due to a revenue shortfall, Yumul said Public Law 23-9 or the Fiscal Year 2024 Appropriation Act has not allotted funding for solid waste management operations. To ensure that this critical service is provided to the public, he said “it becomes necessary to address this funding shortfall through other funding measures.”
Yumul said DPW Solid Waste Management on Saipan has been relying on tipping fees from commercial and residential trash haulers at the transfer station in Lower Base and the landfill in Marpi to pay for operational needs.
He urged Untalan and Atalig to communicate with the Department of Finance regarding the tipping fee regulations.
