His special adviser, Henry Hofschneider, said it is prudent to have a board before the opening of the cockfight operation by the new licensee.
Flores said he has already nominated Fermin Sakisat, Juan C. Tudela and John Borja, who previously served as chairman of the board. The three have accepted the nominations, the mayor added.
He said he also asked the United Cockers and Breeders Federation to submit a recommendation.
Nick Sablan, the owner of the cockfight arena in Gualo Rai and the new licensee, can start his operation by April 1.
The board will oversee the cockfight arena operation and hear complaints from “cockers.”
Hofschneider said they are now finalizing the newly drafted regulations for cockfighting on Saipan.
