Governor says dialysis project turned into ‘political football’

Lt. Gov. Eloy S. Inos  said the disclosure that the reverse osmosis system’s Food and Drug Administration certification for  the dialysis center was forged is very serious.

 “We’re looking at the entire situation. We’re looking at the authentication of the FDA permit and we’re revisiting the physical condition of the hospital. We’re initiating a dispute or litigation [to get to the bottom of this],” he said.

Fitial said the original contract for the dialysis center was $5 million and he wondered how it ballooned to $22 million.

The governor said the contract was signed and executed during the previous administration and the expenditure authority was the Department of Public Works.

“This is a total disregard of legal authority,” he added and stressed that the contract was executed even though the original funding was just $5 million. “It was doomed from the very beginning.”

The new dialysis center was completed in 2006.

Inos said “we’ve been trying to resolve this issue internally.”

He said the initial design of the project was completely changed until a third architectural and engineering firm entered into the picture.

The lt. governor said they are still looking “at all angles.”
