“If the agencies are not mismanaged then the government should have already solved the current problems like the lack of doctors and the growing number of stray animals on island,” the independent gubernatorial candidate added.
He said Fitial should not have appointed department heads that do not have sufficient knowledge about their taks.
As an example, he cited the Commonwealth Health Center, some of whose patients, he added, are not getting proper medical care.
He believes that CHC must be placed under a state of emergency.
Guerero said the stray dog issue should not be a problem if the Department of Public Safety is addressing it.
He said the Marianas Visitors Authority is also “mismanaged.”
MVA, he added, has been sending non-local people to represent the CNMI in off-island events.
“Our own people should be representing our homeland,” he said, “not somebody who is not born here and does not know the history of the place.”
