Gunman: From garment worker to shooting range marketing rep

Friday’s mass shooting, was a former garment worker at Rifu Apparel Corp. formerly based in As Lito.

 

He worked as an ironer at Rifu from 2002 to 2006 before transferring to another garment firm, Kyung Seung Spn. Inc.

In 2008, he was allowed to return to Rifu before he was authorized to transfer as “marketing representative” of Augustin C. Deleon Guerrero, the registered owner of the Kannat Tabla Shooting Range.

Labor records also showed that Li, 42, had a labor case against Deleon Guerrero.

During a hearing last May, “the employer satisfied the department of his financial capability to pay Mr. Li’s wages and associated expenses,” said Labor Deputy Secretary Cinta M. Kaipat in an e-mail to the Variety.

As required by Labor, Kaipat said “there was a hearing before Li transferred to his employment with…Deleon Guerrero in May 2009.”

Kaipat said this information was provided to DPS which requested Labor to withhold it until police released his identity.

Asked for comment, Sgt. Sylvan Rangamar, DPS Criminal Investigation Division’s officer in charge, and Detective Peter Aldan, the case agent, declined to discuss their ongoing investigation.

DPS “is handling a very sensitive case that involves a very serious crime,” Aldan told the Variety.

Authorities have yet to explain how Li, a former garment worker, became the shooting range’s “marketing representative.”

It was also learned that Li had asked the government to allow the shooting range to use more powerful rifles.

DPS said the Kannat Tabla Shooting Range was closed earlier this year but could not explain how Li still managed to take custody of at least four rifles.

Li fatally shot four local residents, including two children, who were at a house near the shooting range before driving to Marpi where he opened fire at a group of Korean tourists, wounding eight.

He then shot himself at Banzai Cliff.

Police said Li’s shooting rampage was planned.

But DPS, the Federal Bureau of Investigation, and the Bureau of Alcohol, Tobacco, Firearms and  Explosives are still determining Li’s motives.

DPS spokesman PO2 Jason Tarkong said they will issue today a statement regarding the progress of their investigation.
