House speaker officially announces vacant seat

“I sent that letter…to the governor so that he can address the constitutional authority that he has to appoint the next person in line,” the speaker said.

He noted that the next person in line was the candidate who placed seventh in the Precinct 1 House race in 2018, which in this case would be Frank Babauta.

Precinct 1 has six House seats.

If Babauta wishes to serve and fill the vacancy, then he would be appointed to that position, Attao said.

If Babauta does not wish to fill the vacant seat, then the administration would go down the list of the unsuccessful Precinct 1 House candidates in the 2018 elections.

If none of them wishes to fill the vacancy, then the governor would appoint someone from Precinct 1 to fill the seat.

“It’s with the governor now. I respect the governor’s authority,” the speaker said.

Propst’s term would have ended in January 2021.
