‘Ice’ suspect arrested

The 36-year-old Qiu, also known as Cho Que, was arrested in Chalan Laulau. The arrest order was issued by Superior Court Associate Judge David A. Wiseman on Oct. 18 at about 7:30 p.m.

During the defendant’s initial appearance yesterday, Associate Judge Kenneth L. Govendo retained the $60,000 cash bail imposed by Wiseman.

Govendo then remanded Qiu to the custody of the Department of Corrections.

Assistant Attorney General Benjamin Petersburg represented the government while Assistant Public Defender Michael Brown was appointed to represent Qiu.

Detective Roque K. Camacho said they received a call from a cooperating citizen on Oct. 12, 2010 about the illegal activities of Qiu who was living in an apartment complex in As Lito.

“When someone wants to buy ‘ice,’ just go to the…apartment complex and park in the parking lot by the gate and then honk the horn, and [Qiu] will just come out and approach the vehicle and do the transaction,” Camacho said.

On Oct. 13, 2010, Associate Judge Ramona V. Manglona issued an eavesdropping search warrant for Qiu.

Members of the local Drug Enforcement Task Force and the Criminal Investigation Bureau conducted on the same day a monitored controlled buy operation against Qiu.

Authorities bought $180 worth of “ice” from Qiu through the cooperating citizen.

On Oct. 18, 2010, another buy operation was conducted by the Drug Enforcement Task Force and the Criminal Investigation Bureau against Qiu.

As the cooperating citizen and Qiu were being monitored, Detectives Jesse Dubrall and Buddy Igitol, who were at the back side of the building, saw Qiu walked up the stairs and entered the second floor on the western side of the apartment complex, Camacho said.

Qiu came out again from the same second floor and walked down the stairs and met the “buyer.”

Detective Sean White conducted a field test on the clear crystalline substance obtained from Qiu using the Narcotics Identification Kit. The substance was presumptive positive for methamphetamine.

Qiu admitted the charge of possession of “ice” in July 2010.

He was sentenced to four years imprisonment, all suspended, and was credited for 257 days he had already served at Corrections facility.

Qiu was under probation for the remainder of his suspended sentence when police purchased “ice” from him two times this month.
