A LANDLORD is considering suing the Department of Public Safety for what he went through regarding a disturbing the peace and vandalism case he filed against a former tenant on Sept. 26, 2024.

“The [initial] police reports contained numerous errors,” Guohua Hou told Variety on Sunday.

 “The dates are wrong, and my name is wrong,” he said, adding that one of the police reports did not have the signature of a DPS officer.

“This is obviously abnormal,” Hou said.

“In October this year, I went to the police station three times to ask for the inspection report, but they said they didn’t have it. I got the inspection report on November 1 this year,” Hou added.

On Dec. 24, 2024, Hou posted a video on Saipan Buy and Sell’s Facebook page showing a man striking the front windshield of Hou’s vehicle, which was parked at the Ironwood apartment complex in Gualo Rai. Hou recorded the incident.

He said he is looking for an attorney to help him, and will meet with DPS next week.

Asked about the incident, DPS said the Criminal Investigation Bureau is investigating the case.

Assistant Chief of Police Simon Manacop acknowledged that Hou is filing a complaint regarding the process he went through with his case.

“CIB is now on top of it,” Manacop said.

As of press time Sunday evening, there was no available information about Hou’s former tenant.

In a social media post, Hou said:

“This case happened at around 8:00 am on September 26, 2024, in Saipan, Northern Mariana Islands, USA. The man who committed the crime was a previous tenant of my apartment. He moved out of my apartment in June 2024 but still owed $130. When I met this man in the morning on September 26, 2024, I asked him for the money owed, but he insulted me and attacked the vehicle I was driving, holding a gun and a machete, which was about 60 cm long. So, I called 911. And took a video of his crime and sent it to the police who were handling the case at the time. The man who committed the crime continued to insult and provoke me after September 27, 2024. In October 2024, I went to the police station many times to find a police report, but the response was no. The police who received me asked if I was Chinese. I said yes. I finally got the police report on November 1, 2024. The police report first had the wrong date of the incident, which was on September 26, 2024. The police report said August 26, 2024…. The police arrived at the scene at 8:17 am on September 26, 2024. The police left the scene at 9:31 am. The total time the police dispatched was 1 hour and 14 minutes. The police report did not describe the incident, nor did it report the name of the perpetrator…, which prevented me from suing the perpetrator to compensate for the loss of my vehicle. Toyota [dealership] told me that the cost of repairing my vehicle was about $1,400. ([I] figure[d] so far, the perpetrator has not been prosecuted. So, I am looking for a lawyer to handle this case, thank you!”
