Northern Marianas College Senior Vice President Frankie Eliptico provides Saipan Chamber of Commerce members and business leaders with an update on new federal workforce funding opportunities that would expand access to training programs that are focused on accelerating residents’ pathways into high-demand, high-wage jobs. Last month, CNMI Gov. David M Apatang, through Executive Directive 2026-002, appointed Eliptico to lead the Commonwealth’s Workforce Pell Implementation Group , which is interagency collaboration composed of representatives from the Northern Marianas Technical Institute (NMTI), CNMI Department of Labor, CNMI Public School System, CNMI Department of Commerce, CNMI Office of Personnel Management, CNMI Governor’s Office, State Workforce Development Board, CNMI State Longitudinal Data System Saipan Chamber of Commerce, and the Society for Human Resource Management.
