Court reschedules hearing for suspects in Garapan kidnapping case

Hwang, represented by attorney Joaquin Torres, Bai, represented by attorney Mark Hanson, and Chief Prosecutor Chester Hinds filed a stipulation requesting that the preliminary hearings originally scheduled for Oct. 1 be moved due to scheduling conflicts.

Judge Joseph N. Camacho granted the request and rescheduled the hearing for Oct. 15 at 10 a.m.

Hwang, 43; Bai, 39; and Peter Deleon Guerrero, 57, also known as “Dragon” or “Paduna,” are accused of assaulting Borja in a case linked by the Department of Public Safety to a viral hit-and-run incident in Garapan on Aug. 25, 2025.

Borja told police that he was assaulted and abducted by the three suspects. All three defendants were formally charged in Superior Court with kidnapping, assault, aggravated assault, assault with a dangerous weapon, and disturbing the peace.

Hwang posted $25,000 bail. Later, the court dropped kidnapping and aggravated assault charges against Deleon Guerrero but found probable cause to charge him with assault with a dangerous weapon and assault and battery.

On Sept. 19, DPS issued a separate wanted notice for Hwang for multiple charges, including possession of a stolen firearm, possession of a controlled substance, violation of firearm identification card requirements, and unlawful possession of ammunition. He was apprehended on Sept. 26.

According to DPS Public Information Officer Fred Sato, Hwang was arrested at 3 a.m. near the 99 Cent Store in Garapan. At a bail hearing the same day, Judge Camacho set a $100,000 cash bail and remanded Hwang to the custody of the Department of Corrections.

According to the complaint in DPS case 25-006884, on Sept. 4 a multi-DPS task force executed a search warrant at Hwang’s two-story residence in San Roque for electronic recording or storage devices. Investigators discovered a Black Sig Sauer P229 firearm under one of the beds, a black-and-gray container with one box containing 42 rounds of 9×19 ammunition, and a blue glass pipe containing a white substance.

Verification of the firearm’s serial number confirmed it had been reported stolen in 2022. The white substance in the pipe also tested positive for methamphetamine, police said.
