Gengu, EUCON advance university town vision

(Special Advertising Feature) — The Pacific Islands Insurance Literacy Initiative or PIILI, launched by Gengu International Education USA, Inc. in collaboration with Eucon International School and University, has successfully completed its first phase of training sessions in Saipan. This milestone not only marks the launch of the first systematic insurance education program in the Commonwealth of the Northern Mariana Islands but also represents a foundational step in EUCON’s broader strategy to strengthen regional economic resilience.

Building on this achievement, EUCON is actively advancing its vision for the EUCON International University Town, a long-term strategic initiative that integrates education, financial literacy, risk management, and industry development into a unified platform for sustainable economic growth in the CNMI.

Education as infrastructure

Located within the Pacific typhoon belt, CNMI faces persistent threats from typhoons, heavy rainfall, earthquakes, and storm surges. In this context, the lack of financial preparedness —  particularly insurance literacy — has emerged as a critical barrier to sustainable development.

EUCON has taken a proactive role in addressing this structural gap by introducing PIILI, transforming insurance education from abstract knowledge into practical life skills. The program focuses on:

• Systematic risk management awareness

• Localization of micro-insurance applications

• Strengthening post-disaster economic recovery capacity

The curriculum was developed from the ground up by Johnney Zhuang, a financial and insurance expert with over 25 years of industry experience. Tailored specifically to CNMI’s geographic, cultural, and economic context, the program represents a fully original, scalable, and community-oriented education model.

In March 2026, the inaugural training sessions were conducted at EUCON International School, reaching students from Chamorro, Chinese, and Filipino backgrounds. Post-training surveys showed:

•   Over 90% of participants rated the program as “very satisfactory.”

•   Strong feedback highlighting clarity, practicality, and real-life relevance

This outcome demonstrates EUCON’s growing role not only in education but also in building the region’s foundational economic capabilities.

From program to platform

Unlike many development initiatives that remain conceptual, EUCON’s International University Town Plan is designed with a clear emphasis on phased implementation and measurable outcomes.

The initiative aims to establish:

1) Education-Driven Economic Transformation

• A fully integrated K–12 to higher education pipeline

•  Alignment between international curricula and local needs

•   Local talent cultivation and retention

2) Financial and Insurance Sector Development

• Community-wide financial literacy systems

• A pipeline for risk management professionals

• Attraction of insurance and financial service providers

3) A Diversified Economic Ecosystem

The university town will serve as:

•   A regional education hub

•   An international collaboration platform

• An innovation and social enterprise incubator

From educational institution to economic engine

Dr. Christian Wei, president of EUCON International School and University, stated:

“The PIILI program has brought unprecedented educational resources to our students and community. More importantly, it has created an invisible ‘safety belt’ for our future. What EUCON is building goes beyond education — it is laying the foundation for CNMI’s long-term development.”

EUCON’s collaboration with Gengu International Education highlights its ability to:

•   Translate global resources into local impact

• Transform public welfare education into economic infrastructure

•   Build cross-cultural and cross-sector partnerships

From vision to execution

Historically, CNMI’s economy has been heavily dependent on tourism, leaving it vulnerable to external shocks. EUCON’s approach introduces a more structured and resilient pathway:

•   Starting with education

•   Strengthening financial literacy

• Anchoring development through the university town model

• Driving long-term economic diversification

This model enhances both individual financial security and the region’s broader economic adaptability.

A strategy in action

“Make CNMI Great Again” is not merely a slogan — it requires systematic, long-term execution. EUCON is actively operationalizing this vision by:

• Building enduring educational infrastructure

• Elevating community-wide financial capabilities

• Attracting international partnerships and resources

•   Developing a sustainable local talent ecosystem

The partnership with Gengu International Education represents a critical step in this strategy,  accelerating CNMI’s transition toward a more resilient and diversified economy.
