Governor lauds Judge Munson’s legacy, calls him pillar of CNMI justice

Governor David M. Apatang and Lieutenant Governor Dennis C. Mendiola express their deepest condolences to the family, friends, and colleagues of Senior U.S. District Court Judge Alex R. Munson, whose passing marks the close of an extraordinary chapter in the legal history of the Commonwealth of the Northern Mariana Islands.

Judge Munson’s decades of service, beginning as Chief Justice of the High Court of the Trust Territory of the Pacific Islands and continuing over twenty years as Chief Judge of the District Court for the Northern Mariana Islands, have left an enduring legacy on our islands. His steady leadership transformed the federal court from its beginnings into a modern, fully functioning institution—one that embodies our community’s values, resilience, and commitment to justice.

Throughout his distinguished career, Judge Munson upheld the rule of law with integrity, fairness, and humanity. He approached each case with deep respect for the people and cultures of the Commonwealth and the broader Micronesian region. His work helped create the legal foundations supporting our Commonwealth today through periods of transition and growth.

Beyond his judicial accomplishments, Judge Munson will be remembered for his humility, civility, and profound dedication to public service. He touched many lives—through his decisions, mentorship, and unwavering belief in justice.
