Judge Munson’s decades of service, beginning as Chief Justice of the High Court of the Trust Territory of the Pacific Islands and continuing over twenty years as Chief Judge of the District Court for the Northern Mariana Islands, have left an enduring legacy on our islands. His steady leadership transformed the federal court from its beginnings into a modern, fully functioning institution—one that embodies our community’s values, resilience, and commitment to justice.
Throughout his distinguished career, Judge Munson upheld the rule of law with integrity, fairness, and humanity. He approached each case with deep respect for the people and cultures of the Commonwealth and the broader Micronesian region.
