Kagman Road collapse prompts call for alternate route

THE Department of Public Works and Precinct 5 Rep. Angelo A. Camacho are advocating for an alternative route to Kagman after the westbound lane of Kagman Road collapsed at the height of Super Typhoon Sinlaku.

DPW Secretary Ray N. Yumul said he has been pushing for an alternate roadway to Kagman.

Although the collapsed portion of Kagman Road, or Route 34, has been addressed, approximately 250 feet still require full reconstruction due to extensive linear asphalt cracking and underlying structural failure, Yumul said. He added that this section continues to pose a safety hazard and remains vulnerable to further deterioration, especially during heavy rainfall.

Until reconstruction is completed, the risk of additional collapse persists, underscoring the need for an alternate access route to ensure uninterrupted mobility and public safety for Kagman residents, he said.

In a letter sent Monday, Camacho asked Yumul to begin immediate planning and development of an alternate access road for the Kagman community. He noted that Route 34 currently serves as the sole point of entry and exit for residents, emergency services, and the transport of essential goods.

He added that Super Typhoon Sinlaku has reduced access to a single lane.

“While I appreciate the Department’s swift action in implementing temporary repairs, it is understood that a permanent solution will require full road closure at some point. This reality presents a significant and unacceptable risk to public safety and community stability,” Camacho said.

Without a viable alternate route — such as potential access through Laolao or As Teo — the people of Kagman remain vulnerable, Camacho said. If the road collapses again, or when it is closed for permanent repairs, the community could be effectively isolated.

This would severely impact emergency response capabilities, access to medical care, food and water distribution, utility restoration, and overall public safety, he said.

“The urgency of this matter cannot be overstated. Establishing an alternate route is not simply a matter of convenience, but a critical necessity to ensure continuity of essential services and to safeguard the well-being of residents,” Camacho said, reiterating his request to prioritize the issue by taking immediate steps to identify, develop, and implement a safe and reliable alternate access road for Kagman.
