Retroactive administrative leave for April 20-21

(Office of the Governor) — Gov. David M. Apatang on Wednesday issued the following memorandum to all department and activity heads:

“It has come to my attention that some agencies may have experienced unclear messaging regarding the return of employees to work following the All Clear declaration on Friday, April 17, 2026.

“While employees in some federally funded programs or in disaster response roles may have resumed work on Monday, April 20, 2026, and Tuesday, April 21, 2026, some workers may not have received instructions from their supervisors or agency heads to return to work.

“Accordingly, these two days will be treated as administrative leave, in addition to the administrative leave previously authorized pursuant to Memorandum GOV 2026-247.

“I am hereby retroactively authorizing Administrative Leave for Monday, April 20, 2026, and Tuesday, April 21, 2026, for non-essential employees of the Commonwealth Government’s Executive Branch.”
