Govendo remanded Kazuhide Takahashi to the custody of the Department of Correction after his initial appearance on Friday.
Takahashi is being held on the charge of disturbing the peace, and assault and battery.
Detective Jackson W. Jack stated in his affidavit that prior to the incident, the victim Yosuke Komamura, a taxi driver, dropped off a tourist at a hotel in Garapan.
While the victim was waiting for the same tourist, a man later identified as Takahashi, and another companion, got down from a vehicle and beat up the victim.
The victim was punched on his face, and all over his body, police said.
The victim’s passenger, who had just got into the vehicle, was also assaulted.
Komamura and his customer were treated at the scene.
Komamura had swollen lips and also felt pain in his ears, police said.
A couple of days later, Komamura told police he again met Takahashi, who this time introduced himself as a Japanese policeman.
Takahashi threatened to kill Komahura, police said.
The victim later arranged a meeting with Takahashi at a restaurant.
On the day of their meeting, Takahashi called the victim and threatened to kill him because he, Komamura, was late.
Komamura then reported the matter to the police who escorted him to the restaurant where Takahashi was arrested.
No other details about the victim and defendant were disclosed by the police.
