The Superior Court earlier found no probable cause that Miah and his wife committed theft of vehicle.
But Miah is facing another charge of theft of vehicle.
Yesterday, Judge Perry B. Inos reduced to $1,500 the $15,000 bail earlier set by Judge David A. Wiseman who ordered Miah’s arrest.
The court also ordered the 35-year-old Miah to surrender his passport.
In his affidavit, Traffic Investigator Norris Kwon said a stolen vehicle incident was reported at Happy Market in As Lito on Monsignor Martinez Road on July 4, 2010, at about 1 p.m.
On same day, between 12:30 p.m. and 1 p.m., Kwon said Zhe Zhu Cui, an illegal taxi driver, was called to pick up a passenger at the Family Market in Dandan.
Cui met a “Chamorro man” who asked the victim to drive him to a residence in As Lito that was identified to be the residence of Juan Tydingco, Kwon said.
Upon arriving there, Kwon said Cui’s passenger alighted and met another man.
Cui followed this man to the back portion of the house but lost sight of him.
When Cui returned to the front of the house, the victim saw his car being driven out of the property by the unidentified man, Kwon said.
Cui walked to Happy Market where he called 911 and reported the theft of his blue Toyota Echo, with license plate ACW 312.
Follow-up investigation by Kwon identified Pedro Demapan as the one who stole Cui’s vehicle.
Kwon said Demapan handed the stolen car to Calistro Crisostomo who in turn sold the vehicle to Miah who has an auto shop in As Lito.
“[The cooperating defendant] describes Miah’s auto shop as a ‘chop-shop,’ ” Kwon said.
Miah would buy stolen cars, take it apart, and resell its parts.
Miah would also resell the stolen vehicle after he did some alterations, like repainting it or changing some of the parts, Kwon said.
“[The cooperating defendant] also mentioned that Miah would sometimes either buy the stolen vehicles using cash or crystal methamphetamines or ice,” Kwon said.
On July 23, Kwon, together with Detectives Peter Aldan and Buddy Igitol, served an arrest order for Miah at the residence of Miah’s former wife, Chen Min Zhu, in San Antonio, northeast of Sun Leader Super Market.
After Zhu gave her consent, authorities were able to compare some vehicle body parts found in the room with that of Cui’s missing Toyota Echo.
On same day, Kwon interviewed Miah’s current wife, Tahira S. Miah, who told police that she witnessed her husband negotiate a deal to purchase a blue Echo from Calvin Fitial on July 4.
According to Mrs. Miah, Mr. Miah paid Fitial $300 in check and later paid Fitial another $150 cash in exchange for the Echo.
On Aug. 6, Zhu admitted to Kwon that she store stolen car parts at her residence on the request of Mr. Miah.
Zhu said Mr. Miah and another male Bangladeshi who worked at Miah’s auto shop brought the stolen car parts a few weeks ago.
“Zhu further states that Miah is involved in many other similar cases…and also selling…one car to two different people,” Kwon said.
