The mayor’s legal counsel is now finalizing the draft regulation, he added.
“The regulation should be consistent with the law,” Hofschneider said.
Cockfight enthusiasts on Saipan have been complaining about the lack of facilities at the cockfight arena.
Hofschneider said the mayor’s office is expecting the cockfight operation to have a new management this year.
However, he added, Maryann Calvo, the current cockfight licensee, can also submit a bid for the cockfight operation.
The mayor’s office has announced an invitation to bid to operate the cockfight arena.
The bidding will end on March 17, no later than 3:30 p.m.
All bids will be publicly opened and announced at 10 a.m. on March 22 at the mayor’s office.
The cockfight license will be for a five-year period at a minimum bid of $20,000 a year.
Calvo’s permit expired on July 2010 but the mayor’s office gave her a two-month extension to operate.
After that expired the mayor’s office allowed Calvo to continue to operate until a new winning bidder has been selected.
Hofschneider said the winning bidder may either choose to operate at the As Ganno or the Gualo Rai cockfight arenas.
Meanwhile, the mayor’s office is finalizing the appointment of the new Cockfight Board members who will include a representative from cockfight enthusiasts.
