Expanding the main transfer station in Puerto Rico may also help, council chairman Ramon B. Camacho said in a letter to Department of Public Works Secretary Martin C. Sablan.
Camacho informed Sablan about the illegal dumping of solid waste on government lands in Koblerville, Dandan and Kagman.
“Fortunately, solutions abound to this sanitary, hygienic and potentially explosive fire or chemical hazard problem coupled by possible spread of communicable disease of unknown hybrids including invisible vapor materials,” Camacho said.
He said the municipal council believes that to address the problem, there should be a vigorous enforcement of existing CNMI laws by appropriate agencies such as DPW, the Division of Environmental Quality, Homeland Security and other agencies.
Camacho said there should be an effective public education campaign and incentives to be provided for the proper disposal of garbage.
An alternative approach would be for the Department of Public Land to identify and establish an immediate temporary transfer station.
The problem must be addressed to “mitigate and prevent widespread health, safety and security issues while appropriate authorities conduct mass public awareness or education about the problem,” Camacho said.
