OPA clears PSS in meal delivery

This happened when MHS classes were suspended on the day its security guard was found dead on campus last month.

Public Auditor Michael Pai said a complaint was received by OPA.

“But we found no violations of any procurement regulations regarding the  transaction,” according to Ross Zapanta, OPA’s audit manager.

He said the regulation states that it’s up to the management of PSS to decide what to do with the meal delivery.

“No matter what happened to the food…PSS will pay the food vendor,” he added. “So I guess it’s up to the PSS management to decide what to do with them. And instead of putting them into waste, [Sablan] approved the delivery of the meals to the central office for PSS personnel.”

Due to urgency of the matter, MHS could not cancel the delivery of the meals in a timely manner, OPA stated.

“What I understand was that they immediately notified the food vendor as soon as possible,” Pai said. “So whatever amount of food was prepared they received it…and then whatever was not yet prepared they totally cancelled it and it was not paid for.”
