Voting for the bill were Speaker Noah Idechong, Delegates Jerry Nabeyama, Jonathan Isechal, Horace Rafael, Lentcer Basilius, Rebluud Kesolei, Wayne Andrew, Swenny Ongidobel, Marhence Madrangchar, Alexander Merep, Gibson Kanai, Tmewang Rengulbai and Kalistus Ngirturong.
Voting against it were Delegates Secilil Eldebechel, Noah Kemesong and Celestine Yangilmau.
Eldebechel said he was dismayed by the outcome of the voting.
According to the delegate from Ngchesar, the amended bill lacks specific details about the casino.
“The bill should have specified where casinos are to be built, how many, how big and whether Palauans will be allowed to enter,” Eldebechel said.
He fears that casino gambling will lead to an increase in money laundering and other crimes.
The bill incorporates the amendments suggested by the president.
The amended bill provides that the referendum will be held 120 to 180 days after the effective date of the Act, rather than 45 days after the date as originally proposed.
In addition, the amended bill provides for a neutral community education process. It will also prevent the national legislature from reviving the casino issue once voters reject it in the referendum.
The bill still requires the Senate’s approval before it heads to the president’s office.
