Mafnas is replacing former acting Commissioner Dolores Aldan who is now the governor’s special assistant for political affairs.
During the governor’s first term of office, Mafnas became the acting Corrections chief from 2006 to 2007.
The governor nominated Mafnas to the post last March 12.
Mafnas took criminal justice with emphasis in administration from the University of Guam.
He also studied criminal justice at Guam Community College for two years.
He held different jobs in both the private and public sectors, including at Northern Marianas College where he worked as public information officer, according to documents he submitted to the Senate.
