THE Saipan Chamber of Commerce has formally submitted its response to U.S. Congresswoman Kimberlyn King-Hinds, regarding her proposed CNMI Labor Stabilization Policy Framework.
In its letter dated July 15, 2025, the Chamber expressed strong support for the policy concepts aimed at strengthening and modernizing the Commonwealth’s labor system, including critical measures to amend the CNMI immigration transition program. Notably, the Chamber endorsed the proposed set-asides and allocations for construction workers, which it identified as essential to addressing acute workforce shortages in the sector.
Recognizing the urgency of broader workforce needs, the SCC further recommended the inclusion of at least 500 CW-1 permits specifically designated for healthcare workers to help alleviate severe shortages impacting local healthcare services.
“The Chamber fully supports Congresswoman King-Hinds’ efforts to stabilize and sustain our workforce,” said SCC Board President Joe C. Guerrero. “A responsive and well-managed labor system is critical to economic growth, improving quality of life, and attracting long-term investment in the CNMI.”
The Chamber also reaffirmed its longstanding commitment to developing the U.S. workforce in the Commonwealth. Over the past decade, the SCC has awarded more than $100,000 in scholarships to local residents pursuing college and vocational training in high-demand fields. In addition, the organization has invested significant resources into professional development workshops and internship programs to build local capacity and create career pathways for young professionals.
“We are proud of our record supporting U.S. worker training and advancement,” Guerrero added. “Our members stand ready to continue collaborating with policymakers to ensure labor policies reflect our economic realities and promote opportunity for all CNMI residents.”
The SCC expressed appreciation to Congresswoman King-Hinds for engaging the business community in the policy development process and reiterated its commitment to work together in shaping solutions to the Commonwealth’s workforce challenges.
