Saipan Mayor’s Office takes action on long-neglected Laolao Bay Drive to address public safety hazards

THE Saipan Mayor’s Office Field Operations Division recently conducted a roadside clearing and road surface improvement along Laolao Bay Drive, which straddles the scenic coastline of Laolao Bay. This critical effort focused on the deteriorated stretch of road leading downhill from Kagman to the Laolao Beach dive site — a site frequently visited by residents and tourists alike.

This road has been neglected for far too long and posed an immediate threat to public safety. Crumbling road conditions and overgrown vegetation have created hazardous driving conditions, particularly for tourists accessing Laolao Beach, one of Saipan’s most popular dive sites. In response, Mayor Ramon “RB” Camacho mobilized the Mayor’s Office of Saipan personnel to mitigate these risks and begin rehabilitating the roadway.

As part of the operation, MOS crews cleared dense vegetation encroaching on the roadside and cut down large trees that posed potential dangers to motorists. On the steep downhill section leading to the dive site, potholes were filled and leveled using gravel materials generously donated by the Marianas Visitors Authority, which donated 80 cubic yards of material and Rep. Thomas “TJ” Manglona, who donated 20 cubic yards, significantly improving vehicle access and safety.

The mayor also called upon others willing to support asking them contribute what they can to help revitalize this key roadway for everyone’s safety.

At the dive site itself, a joint cleanup was conducted by the Saipan Mayor’s Office, MVA, and the Northern Marianas Diving Operators Association, focusing on restoring the beach area to a clean and welcoming condition.

“This road has been overlooked for far too long, and the conditions have reached a point where it’s no longer just an inconvenience — it’s a danger road,” said Mayor Camacho. “Our immediate action ensures the safety of everyone traveling to Laolao Beach, especially our visitors, and gives Kagman residents peace of mind knowing they have an alternate route in case the main road becomes unsafe.”

Mayor Camacho emphasized the urgency and importance of this operation, not only to ensure the safety of recreational users and tourists but also to maintain this secondary road as a vital access route connecting the Kagman peninsula with the rest of the island.
