Superior Court to implement austerity measures

Presiding Judge Robert C. Naraja yesterday issued a two-page memorandum to all judges and staffers regarding these measures.

Naraja said the current assignment of judges and the general calendar will remain unchanged.

Business hours will remain the same on Saipan, Rota, and Tinian.

Except for Fridays on Saipan, Naraja said beginning on the second Friday after Nov. 1, 2010 and every other Friday until Dec. 31, 2010, business hours will be limited to courtroom activities as designated by him.

From Jan. 1 to Sept. 30, 2011,  Naraja said business hours will be limited every Friday to courtroom activities.

Nov. 12, 2010 will be the first unpaid Friday for staffers already notified of this austerity day, Naraja said.

He said beginning on the second Monday after Nov. 1, 2010 and every Monday until Dec. 31, 2010,  Rota and Tinian courthouses will be closed.

From Jan. 1 to Sept. 30, 2011, Naraja said the Rota and Tinian courthouses will be closed every Monday.

Nov. 8, 2010 will be the first unpaid Monday for staffers already notified of this austerity day, the presiding judge said.

To meet their responsibility of delivering essential court services, Naraja said “division managers are instructed to align staff scheduling with the court’s adjusted business hours as much as possible.”

Naraja said: “Rotation scheduling and other adjustments may be made (i.e.,. a jury trial has commenced and will proceed through an austerity day) but must be submitted to and approved by the presiding judge.”
