Cruz reiterated his previous accusation that the forced resignation of eight DPL employees in July had something to do with Del Rosario’s “cover-up tactics.”
Del Rosario could not be reached for comment yesterday.
The document indicated that Del Rosario signed a homestead permit on June 6, 2007 for several beneficiaries which included a former DPL employee.
The beneficiaries were given lots in Kagman III, Phase IV, Subdivision.
The beneficiaries acknowledged getting the lots on June 20, 2007.
“Del Rosario is washing his hands of this issue,” Cruz said, as he urged for the reinstatement of the eight former DPL employees.
On July 4, Jerome Aldan, DPL’s homestead division director, resigned together with Norma Borja, Vince Castro, Gloria Ramon, Anthony Benavente and Ike Palacios.
Alvin Joseph Cepeda of the planning division and Richard Santos from the claims division resigned on July 10.
Aldan has said that his division continued to recommend qualified beneficiaries for the homestead program despite the “moratorium” issued by Gov. Benigno R. Fitial in April 2006
Before he resigned, Aldan cooperated in an internal investigation conducted by DPL’s legal counsel office regarding alleged irregularities in the homestead program, but he described the probe as “one-sided.”
He did not elaborate.
Cruz said Del Rosario should be seriously investigated because “he is managing the program to his own benefit.”
According to Cruz, Del Rosario has yet to answer his inquiries regarding the awarding of two public lands with lot numbers 030-J05 and 030-J03 in San Vicente.
The transaction, Cruz said, is “highly questionable and suspicious and those responsible must be held accountable and responsible especially when a moratorium is in place.”
Cruz said the moratorium prohibits DPL from giving out homestead lots.
