Superior Court Associate Judge David A. Wiseman allowed Joaquin Villagomez Congo to post $25,000 in unsecured or appearance bond.
Congo was arrested on the charge of sexual abuse of a minor in the second degree and disturbing the peace.
Assistant Attorney General Shelli Neal represented the government while Assistant Public Defender Richard Miller was appointed as Congo’s counsel.
Officer Barbara K. Arend said the victim’s parents learned of her pregnancy last month.
Arend said a nurse at the Tinian Health Center reported to the Division of Youth Services the teen pregnancy case after the victim was seen on her way to the Commonwealth Health Center to give birth.
The victim broke off with Congo this April. Their relationship began last year when she was 14.
The victim said Congo stalked her. Congo also called the phones of the victim’s father and her sister only to hang up on them, she added.
