Shortly after their drug test results came out on Tuesday — all tested negative — the nominees scheduled a special meeting for Monday, 12 noon, in the governor’s conference room.
Joaquin S. Torres, Pedro Q. Dela Cruz, Anthony H. Aguon and Roy T. Rios who were appointed by Gov. Benigno R. Fitial and confirmed by Senate will recommend a CEO to the governor, adopt the board’s by-laws and elect from among themselves a set of officers.
In an interview yesterday, Tenorio, Covenant-Saipan, said the law that turned the Department of Public Health into a public corporation was supposed to take the healthcare system off the government’s hands yet the governor will still call the shots through the CEO.
“It is a one-man corporation. The advisory board does not mean anything,” he added.
Usually with corporations, it is the board that has the governing power — the CEO follows the board and not the other way around, he said.
But in a separate interview, Aguon said the advisory board has the power to terminate the CEO, so the board holds the real power.
