Superior Court Judge Kenneth L. Govendo retained the $1,250 bail on Rios who appeared in court for his initial appearance and bail hearing yesterday.
Assistant Attorney General Shelli Neal represented the government, while the court appointed Assistant Public Defender Benjamin Petersburg as counsel for Rios.
Detective John D. Cabrera said that on Sept. 27, 2011, while at the Attorney General’s Office, he was informed of a contempt of court incident at the Commonwealth Health Center the day before.
It involved Rios’ pending theft case, wherein the court directed the defendant not to have any contact with his victim, owner of the missing bushcutter, after the court granted Rios’ pretrial release.
When interviewed by authorities, the victim said she accompanied two individuals to CHC, and was surprised to see Rios talking to her two companions.
The victim said she could not understand what they were talking in the Chamorro language; however, the victim sensed they were arguing.
Rios stared at the victim, police said.
The victim met her companions who said that Rios told them to tell the victim not to come to court in a threatening manner and whatever the victim started Rios would finish, police said.
The victim was very disturbed after learning what Rios had said, police added.
The victim also told police that on Sept. 2, 2011, while she was driving her vehicle on Chalan Pale Arnold in Tanapag, she saw Rios making an obscene gesture with his finger while sitting on a parked sedan.
