But Tudela said he will testify against the two if the prosecutor wants him to.
According to the mayor, he has not seen the video footage of illegal cockfights during the holiday season last month, but he received a written complaint.
Earlier, Tudela said “video footage of these illegal cockfighting activities has been obtained as evidence should there be a formal complaint against violators.”
On Dec. 27, the police detective was seen conducting an illegal cockfight behind the China House Restaurant on Beach Road in Garapan with about 30 participants.
On Christmas Day, the former lawmaker was seen in San Vicenter with more than 50 individuals, conducting cockfights.
In response to a suggestion to hold legal cockfights in different areas, Tudela said only the license cockfight operator can branch out its activities.
His office, he added, cannot monitor illegal cockfights, and his role is only to appoint board member who will hear disputes regarding cockfights.
He reiterated his appeal to the community members to refrain from going to illegal cockfight arenas.
Since he disclosed the series of illegal cockfights, Tudela said he hasn’t received any complaints regarding new illegal activities.
The mayor is asking anew the Department of Public Safety and the Attorney General’s Office to strictly enforce the law and regulations pertaining to cockfights on Saipan.
