Ma Cunyan, also known as Ma, is charged with multiple counts of illegal possession and trafficking of a controlled substance in the local trial court.
On April 21, Associate Judge Kenneth Govendo signed an eavesdropping search warrant against Ma, enabling law enforcement authorities to track down her activities.
That day, members of the CNMI Drug Enforcement Task Force and CNMI Department of Public Safety Criminal Investigation Division briefed a cooperating defendant, or CD, to buy drugs from Ma.
Detective Roque K. Camacho said CD negotiated to buy 2 grams of ice from Ma for $720.
The transaction was made via Ma’s cellular phone, which authorities had tapped.
Camacho said the transaction took place behind an apartment complex where Ma live nearby with her boyfriend, Ignacio Deleon Guerrero Sr., also known as “Kabayu.”
CD turned over the ice bought from Ma and it tested positive for methamphetamine during a field test using the Narcotics Identification Kit or NIK.
In a separate declaration to the court, Detective Steven A. Castro said CD told him Ma is the main source of ice in Chalan Kanoa and Chalan Piao.
“CD also said that whenever CD wants to purchase the drug ice from Ma, CD would just call her cellular phone and from there, Ma would set where the drug transaction is going to take place. If it’s going to be at Ma’s apartment in Chalan Piao, Beach House, or in Chalan Kanoa, at the former residence of Kabayu,” Castro said.
When Ma was arrested, a black bag containing a brown wallet and a laptop was found in her possession.
A Ziploc baggie containing ice was found hidden in her body, police said.
When Ma’s car was searched, operatives also found another Ziploc baggie containing ice, police added.
“The undetermined amount of money found on Ma’s possession was matched through a photocopy with serial numbers of the OAF (Official Authorized Fund) marked money and $700 was identified to be the buy money that was used during this buy-bust operation,” Castro said.
