Woman charged with marriage fraud on Guam

Jin Han Rivera from Korea entered into a fraudulent marriage with James M. Rivera on Nov. 17, 2008, according to U.S. Immigration and Customs Enforcement.

An affidavit by ICE Special Agent Erwin T. Fejeran stated that Rivera admitted that he entered into an agreement with Han Rivera and that she paid him $8,000 to marry her.

In April 2009, Fejeran stated that a “cooperating source” informed him that Han Rivera and Rivera had entered into a fraudulent marriage. The source informed them of an upcoming interview with the United States Citizenship and Immigration Services.

After confirming the interview, ICE and U.S. Department of Homeland Security agents conducted surveillance on the two during and after the interview.

Agents also observed the two during a May 19, 2009 meeting at Jamaican Grill in which Han Rivera, Rivera, Rivera’s girlfriend, and Rivera’s stepbrother, In Kyu Bang, met.

Agents observed Rivera receiving $5,000 in payment, and then he and his girlfriend left separately from Han Rivera and Bang.

Fejeran said in a later interview that Rivera admitted entering into the fraudulent marriage and making false statements to a UCIS officer during the interview.
