Woman on pretrial release re-arrested for ‘ice’

Li Ping Zhou, also known as “Sister,” was arrested on Thursday afternoon based on a warrant of arrest issued by Superior Court Associate Judge Kenneth L. Govendo.

Zhou was arrested, together with Tang Yue Xin, both 39, for possession and trafficking of “ice” last month.

Zhou and Xin have denied the charges.

Zhou and Xin were required by Superior Court Associate Judge David A. Wiseman to each post $3,000 cash as 10 percent of their $30,000 bail, and the remainder $27,000 as unsecured or appearance bond.

Zhou was again arrested after a concerned citizen reported to the Department of Public Safety about her drug dealings in Dandan.

During her initial appearance in court on Friday, Wiseman retained the $60,000 cash bail set by Govendo.

Zhou was remanded to the custody of the Department of Corrections after the hearing.

Detective Roque K. Camacho told the court in his affidavit that he received a call from a concerned citizen on Oct. 5, 2010.

The concerned citizen, Camacho said, told police about Zhou illegal activities.

Associate Judge Perry B. Inos then issued an eavesdropping search warrant against Zhou.

On Oct. 8, 2010, Drug Enforcement Task Force members, together with detectives from the Criminal Investigation Bureau, conducted a monitored control buy operation utilizing the concerned citizen against Zhou.

Zhou, police said, instructed the concerned citizen to meet at the Family Discount Store in Dandan.

The concerned citizen bought $100 worth of “ice” from Zhou, police said.

After the drug deal, Camacho said Zhou entered a house on Mwaremwar Ave. behind Family Discount Store.

The substance bought from her later tested presumptive positive for “ice,” Camacho said.

On Oct. 13, 2010, authorities conducted another monitored control buy operation against Zhou using the same concerned citizen.

Zhou sold $100 worth of “ice,” also at Family Discount Store, police said.

Judge Govendo ordered police to search Zhou’s 1996 blue Toyota Corolla and her residence.

Zhou and Xin, both working as masseuses, were arrested by authorities in their As Lito barracks on Sept. 3, 2010 for possession and trafficking of “ice.”
