Yap legislative committees hold public hearings

The Committee on Finance conducted the first hearing in the legislative chamber at 10 a.m. on Bill 7-140 while the second hearing held at 1 p.m. by the Committee on Resources, Education and Development on Bill 7-142.

Bill 7-140 will appropriate the sum of $90,300 from the general fund of the state of Yap from the account for capital improvement projects established by Yap State Law 7-52 for the purpose of providing funding to fund the Tomil coastal road development project during fiscal year 2010.

During the public hearing, witnesses testified that this project will really benefit the whole community of Tomil because it will connect a shortcut between the coastal villages including the inland areas.

They said  this is a very important project for the people of Tomil as it will not only improve the road on the coastal areas but will also protect all the taro patches along the coastal areas from salt water intrusion.

Witnesses included Sen. Ted Rutun, chairman of the Committee on Resources, Education and Development and author of Bill 7-140; Steven Mar, chief of the municipality of Tomil; and Alext Giltamngin, chairman of the Tomil Municipal Council.

Bill 7-142 will amend Title 16 of the Yap State Code by adding new Section 404 concerning minimum qualifications for school principals in Yap.

The bill is trying to set a standard for all the school administrators in Yap to require all the school principals to be B.A. degree holders.

The Committee on Resources, Education and Development discussed the issue for over three hours.
